A Village Code to guide improvement projects in Pointe-Claire Village

The Mayor of the City of Pointe-Claire, Morris Trudeau, and members of City Council are proud to unveil the Village Code, a new tool that will make it easier to understand and apply planning by-laws in Pointe-Claire Village.

The goal of the Village Code is to centralize, simplify, and illustrate various planning by-laws for this special area of the City in terms of zoning, subdivision, site planning, and architectural integration. The Village Code is based on the principles of the Form-based Code approach, which relies on urban form to create a pleasant, dynamic, human-scale environment that respects our heritage.

Pointe-Claire is the first city in Quebec to follow this approach and integrate all planning by-laws for Pointe-Claire Village in a single document.

“We adopted our Special Planning Program (SPP) for Pointe-Claire Village in the spring of 2016 to ensure and promote the development of the village while respecting its heritage – by improving quality of life and supporting the economy, recreation, and tourism. In this sense, the Village Code is an initiative that protects and enhances the village landscape. It includes a simplified version of planning by-laws, criteria, and objectives in a single tool,” stated Mayor Trudeau.

The 2030 outlook of the Pointe-Claire Village SPP intends to position this area as a prime destination in the West Island by preserving its attractions, its distinctive heritage identity, and its strong roots in the community.

The Village Code contains ten themed files focused on the village’s landscape units and their special features, specifically the village core, entrances, and defining residential neighbourhoods.

The files discuss the concepts of built form, façades, treatment of outdoor areas, parking, uses, and temporary activities to guide residents and promoters in their development projects.

“This new initiative is part of our urban, commercial, and residential revitalization process designed to ensure the village’s long-term vitality and viability. The village is full of history, creates a sense of belonging, and is an ideal place to go for a stroll and run errands,” said Mayor Trudeau.
