Former illegal PCB storage site – Rehabilitation work begins
Rehabilitation work at the former illegal polychlorinated biphenyl (PCB) storage site in Pointe-Claire by the owner, Juste Investir Inc., will begin shortly and should be completed before the end of 2019, as confirmed by the Ministère du Développement durable, de l’Environnement et de la Lutte contre les changements climatiques (MDDELCC).
“The work will take place over the next few months and will put a definitive end to this case for the benefit of all,” said the Mayor of Pointe-Claire, John Belvedere.
Even though the site needs to be decontaminated and rehabilitated in accordance with ministerial orders, it has not been a danger to the population since January 2014.
A new rehabilitation plan was filed with the MDDELCC by Juste Investir last summer for this former illegal storage site previously used by Reliance Power Equipment Ltd. The new plan complies with the ministerial order served to Juste Investir last summer, requiring that a rehabilitation plan, including the excavation of all soil contaminated beyond prescribed limits on the site located at 86-88 Hymus Boulevard and the adjacent affected lots, be filed within 45 days. The ministerial order also requires the contaminated concrete slabs to be dismantled and an environmental follow-up to be performed up after the work has been completed to determine its effectiveness.
“For nearly six years, the City and the government have maintained the same commitment and determination for the site to be made secure, which has been achieved, then decontaminated, which will finally begin. Even if the wait has been long, out of respect for the rights and legal recourses of all parties in these proceedings, we are as determined as ever to have this situation fully and definitively resolved,” stated Mayor Belvedere.
The City received the rehabilitation plan in accordance with a request under the Act respecting Access to documents held by public bodies and the Protection of personal information. The plan is available on the City’s website.
