Village Code review – Better regulations to protect and enhance the Pointe-Claire Village

The Mayor of the City of Pointe-Claire, John Belvedere, is announcing improvements to the Village Code with a view to preserving and enhancing the character and heritage of the Pointe-Claire Village.

These new proposals particularly involve reducing the number of floors and the height of buildings and will be presented at a public consultation meeting on Tuesday, January 21, 2020, at 6 p.m., in the Council Chamber at City Hall, at 451 Saint-Jean Boulevard. A public notice to this effect will be issued on Wednesday, January 8, 2020.

“We are committed to developing the Pointe-Claire Village in a harmonious way. It is a special part of our territory, and a prime destination for residents, workers and visitors alike. The proposed improvements are the result of a consultation, exchange and reflection process undertaken with citizens to preserve the village character,” the mayor of Pointe-Claire said.

The most significant change involves setting a two-storey limit for all buildings located in the heart of the village, meaning along Du Bord-du-Lac – Lakeshore Road as well as the properties on Cartier Avenue, south of Lanthier Avenue, with the exception of nine lots with potential for requalification. For these nine lots, a third floor, set back from the first two, would be authorized to promote commercial vitality and residential projects. Furthermore, the maximum height of all buildings in this area would be lowered from 14 to 12 metres, regardless of whether it is a two- or three-storey building.

In addition, the municipal parking lot located at the intersection of Sainte-Anne Avenue and Du Bord-du-Lac – Lakeshore Road would continue to be used for this purpose.

The image below shows the new boundaries of the central village core area as set out in the Village Code, as well as the nine lots with potential for requalification:

  • Parking lot next to 339 Du Bord-du-Lac – Lakeshore Road, Lot 4,345,759 (lot next to Piazza Romana)
  • 326 Du Bord-du-Lac – Lakeshore Road (Débosselage Métro)
  • Back portion of 286 Du Bord-du-Lac – Lakeshore Road and neighbouring parking lot (former Le Pionnier resto-bar and former municipal parking lot)
  • 271–275 Du Bord-du-Lac – Lakeshore Road (commercial building)
  • 261–265 Du Bord-du-Lac – Lakeshore Road (vacant mixed-use building – commercial and residential)
  • Vacant lot 2 528 117 at the corner of Cartier Avenue and Du Bord-du-Lac – Lakeshore Road
  • 15 Cartier Avenue (commercial building)
  • 20 Cartier Avenue (Crémerie Wild Willy’s)
  • Front portion of lot 2 528 115 (Curling Club)

This image was produced solely to distinguish the nine lots with potential for requalification in the central village core area. The prevailing image can be found in the draft by-law.

“The public consultation meeting on January 21 will give all those interested an opportunity to have their say on the proposed changes intended to make the Pointe-Claire Village a destination of choice for all,” Mayor John Belvedere concluded.
