Adoption of the Three-Year Capital Investment Program – $42.1 Million in Investments in 2027 to Improve the City’s Infrastructure and Resilience

At the Special Meeting held on September 8, 2026, the Pointe-Claire City Council adopted the 2027-2028-2029 Three-Year Capital Investment Program, which provides for $42,115,000 in investments in 2027.

These investments will improve infrastructure and ensure Pointe-Claire’s resilience to climate change, particularly in the face of heavy rainfall. In addition, they will support major projects and improve municipal services for all residents.

With regard to the ecological transition, which is one of the key pillars of the 2023 – 2030 Strategic Plan, the approved projects will contribute to strengthening the resilience of the region and our facilities. We will continue to implement green infrastructure projects with financial support from the Government of Québec under the OASIS program, which is part of the 2030 Plan for a Green Economy.

The following projects are among those planned for implementation in 2027: 

• A project featuring a splash park, a rest area, and a microforest will be built in Hermitage Park. The project also calls for the renovation and expansion of the bioretention basin. These facilities will help store excess water during heavy rains and minimize the effects of heat islands. 
• The ditch along the trail at Cedar Park Heights Park will be regraded to improve drainage in the area and minimize the impacts of heavy rainfall. 
• A major project to renovate the Saint-Jean overpass above Highway 40 will get underway in collaboration with the Ministère des Transports et de la Mobilité durable. 
• The City will continue to modernize its lighting system by transitioning to light-emitting diode (LED) technology, which will yield significant energy savings.
• Municipal infrastructure maintenance and reconstruction work will help keep the road network in good condition. Infrastructure reconstruction work will be carried out in the Tampico and Cameron Crescent areas. 

Various projects will be carried out in Hermitage Park, at the Summerhill tennis courts, and at the Cedar Park Heights Park chalet. The work includes exterior access to a chalet, module replacement, new landscaping, stair replacement, trail repairs, and new picnic tables. In addition, work will be carried out in certain parks to improve accessibility.

Investments will also be made to upgrade the City’s sports and cultural facilities, with maintenance and improvement projects planned for the Olive-Urquhart Sports Centre, the Stewart Hall Cultural Centre, and the Pointe-Claire Canoe Kayak Club.
