According to estimates, the City has three possible solicitation modes:
- The contract by mutual agreement
- The contract concluded following an invitation to tender
- The contract concluded following a public call for tenders
All calls for tenders of $25,000 and more from the City are published in the Electronic Tendering System (SEAO). This system is approved by the Quebec government under the Act respecting contracting by public bodies (LRQ, chapter C-65.1).
On SEAO, you will be able to consult active notices, notices pending opening results, notices pending contract conclusion, public tender contract conclusions, direct agreement contracts, and contracts awarded following an invitation to tender.

Responsible Procurement
The City has adopted a responsible procurement guide to promote a procurement process that is increasingly respectful of the environment, the social conditions of workers, and local purchasing, in compliance with applicable laws and regulations.
Through this policy, the City aims to minimize its needs at the source by considering reduction, reuse, recovery, recycling, valorization, and disposal of residual materials in the procurement process.
