Gilles Girouard appointed City Manager of the City of Pointe-Claire

Mayor John Belvedere and the members of the Pointe-Claire City Council are pleased to announce the appointment of Mr. Gilles Girouard as City Manager of the City. This decision was approved at the May council meeting.

An employee of the City of Pointe-Claire since 2004, Mr. Girouard brings over 20 years of experience in the municipal sector. He notably worked as Section Head at the Canoe Kayak Club, and later at the Bob-Birnie Arena. Beginning in 2015, he served as Planner in the Administrative Office of the Culture, Sports, Leisure and Community Development Department, before being appointed Director of the department in 2019. In September 2023, Mr. Girouard joined the Executive Team as Assistant City Manager. In addition, he and his family have been long-time residents of Pointe-Claire.

He holds a CPA/CMA degree from the John Molson School of Business and an MBA from Concordia University. He also holds a Graduate Certificate in Sports Administration and a Bachelor of Commerce, majoring in Finance, from the same institutions.

The Mayor stated: “We are confident that under Gilles Girouard’s leadership, the City of Pointe-Claire will be well equipped to meet today’s challenges and those of the years ahead. His experience and knowledge of the municipal environment, particularly in Pointe-Claire, are major assets for our City.” He added: “Gilles’ professionalism and commitment are widely recognized within the organization, and Council commends the solid groundwork he has already begun to put in place.”

“It is with enthusiasm and humility that I begin this new chapter. I look forward to continuing this work with determination and rigour to ensure we achieve the objectives set out in the strategic plan. In a spirit of collaboration, I aim to implement our shared vision for the development of the City we want to build,” said Mr. Girouard, City Manager.

Mr. Girouard has been serving as Interim City Manager since January 2026. His appointment formalizes and confirms these responsibilities. As the City’s chief administrative officer, he is mandated to support Council members in implementing their vision and directions, while ensuring the effective, efficient, and transparent management of the municipal administration.
