The Urban Plan outlines the primary guidelines for the development and planning of the City. It was created by the Urban Planning Department in accordance with the Act respecting land use planning and development.

The Urban Plan proposes a vision for Pointe-Claire for the next decade.

It notably outlines the following:

the current state of the territory and population,
the major land use planning orientations,
the main issues and objectives for the next decade,
the areas subject to more detailed planning, namely:
- The "Downtown" area
- The civic center
- The village of Pointe-Claire
- The village of Valois
