Pointe-Claire Launches Financial Assistance Program to Help Make Properties More Resilient to Heavy Rainfall

Mayor John Belvedere and members of City Council are pleased to announce the launch of a new financial assistance program designed to support Pointe-Claire homeowners in carrying out projects that improve rainwater management on private properties.

Under this new initiative, owners of one and two-unit residential housing may be eligible for financial assistance of up to $5,000 to install measures that help retain, absorb, or slow the flow of rainwater on their property. The program aims to reduce stormwater runoff entering the municipal drainage system while increasing the resilience of residential properties to heavy rainfall events.

“This financial assistance program is a concrete measure designed to help residents reduce the impacts of heavy rainfall and support their efforts to better protect their homes, neighbourhoods, and the community as a whole,” said Mayor John Belvedere.

“Events in recent years have reminded us that climate change is having very real impacts, right here in Pointe-Claire. The resilience of our City depends on municipal infrastructure, but also on concrete actions taken on each property,” added Mayor Belvedere.

The program is part of the City’s Action Plan for adaptation to intense rainfall, which includes public awareness initiatives, resident support measures, and ongoing investments in municipal stormwater management infrastructure.

Eligible property owners must submit an application using the form available on the City’s website before any work begins. Once an application is received, the municipal team will review it to determine eligibility. Projects may only proceed after applicants receive written confirmation from the City. 

The City reminds residents that this program does not replace any permits or certificates of authorization that may be required for certain types of work. Property owners remain responsible for obtaining all necessary approvals before undertaking their projects.

This financial assistance program will soon be complemented by a residential assessment service offered in partnership with Écohabitation. The service will help homeowners identify measures that can reduce the risks of sewer backup, water infiltration, and flooding.

Participants will receive a report outlining the characteristics of their property and home, along with recommendations for the measures best suited to their specific situation. Additional details about this service will be announced during summer 2026.

Through this new program, the City of Pointe-Claire continues its long-term commitment to reducing the vulnerability of its territory, supporting residents in adapting to climate change, and building a community that is better prepared to withstand intense rainfall events.
