To better protect its community and territory, the City of Pointe-Claire is implementing an action plan built around three key areas. The plan brings together concrete measures to help residents make their properties more resilient, provide support and information to the public, and strengthen municipal stormwater infrastructure.
This initiative reflects Pointe-Claire’s commitment to becoming a greener and more resilient city, in alignment with its 2023–2030 Strategic Plan.
Axis I – Awareness and Information
Providing residents with the tools and knowledge they need to better understand and manage the impacts of heavy rainfall.
Action 1 – Host Public Information Sessions on Best Practices for a Resilient Home
A public information session was held with hydrology experts to educate residents about best practices for preventing water infiltration and sewer backups during intense rainstorms, and to help them better understand the protective measures available to them.
Status: Completed in September 2025.
Action 2 – Inform Residents About the City's Ongoing Initiatives
The City organizes information sessions to present the actions and studies completed or underway in the areas of stormwater management and community resilience.
Status: Two presentations have been delivered to date.
During the December 15, 2025 information session, the City presented:
- Actions and projects completed in stormwater management;
- An overview of projects planned for 2026;
- Ongoing operational activities across the territory.
During the May 27, 2026 information session, the presentation covered:
- The City of Pointe-Claire’s initiatives to strengthen community resilience and support residents in adapting their homes;
- Available options for protecting homes against flooding;
- Landscape design approaches that help prevent water infiltration;
- Best practices recommended by experts in climate resilience and sustainable architecture.
Axis II – Support for Residents
Supporting residents and providing financial assistance to help make their homes more resilient.
Action 3 – Provide Financial Assistance for Stormwater Management on Private Residential Domain
The City is introducing a financial assistance program to help residents implement landscaping and drainage measures that promote rainwater retention and absorption on private property. These measures will help reduce stormwater runoff entering municipal systems while improving property resilience
Status: The by-law was adopted at the Council meeting on July 7, 2026.
Action 4 – Implement a Resident Support Program for Resilient Homes
The City is developing a program that will provide residents with personalized support in assessing their homes and identifying the most appropriate measures to improve climate resilience based on the specific characteristics of their property.
Status: The program is currently being developed in partnership with Écohabitation. The official launch is planned for summer 2026.

Axis III – Infrastructure
Strengthening municipal infrastructure and integrating sustainable stormwater management solutions.
Pointe-Claire's efforts in stormwater management date back several decades: since the 1990s, the City has invested in innovative infrastructure and green solutions to protect its territory. Over the years, retention basins, underground pipelines, sponge parks, and vegetated swales have helped increase the network’s capacity to manage heavy rainfall events.
Action 5 – Update the City’s Stormwater Management Master Plan
In collaboration with the École de technologie supérieure (ÉTS) through the Institut AdapT, the City is developing a comprehensive Stormwater Management Master Plan covering the entire territory to better address the impacts of climate change.
This collaboration with ÉTS will make it possible to:
- Adjust and recalibrate hydraulic modelling of the stormwater network;
- Identify vulnerable areas;
- Assess risks associated with extreme weather events;
- Recommend infrastructure improvements and nature-based solutions;
- Establish a framework for prioritizing interventions;
- Refine the City’s monitoring and maintenance strategy.
Status: The study is currently underway, and the final plan is expected in summer 2026.
Action 6 – Continue Investing in Stormwater Infrastructure Upgrades
The City continues to implement stormwater management measures, including sponge parks, pipes, retention basins, and permeable drainage features, as part of its infrastructure projects. These investments are intended to increase the territory’s capacity to retain and absorb water while reducing pressure on municipal systems during heavy rainfall events.
Status:
- Projects completed in 2025: Bioretention area in the Elgin Avenue green space; Vegetated swale on Winthrop Avenue.
- Projects underway in 2026: Redevelopment work south of Terra-Cotta Natural Park; Reconstruction project on Ivanhoe Crescent.
Action 7 – Ensure Ongoing Maintenance and Monitoring of the Stormwater Network
The City carries out preventive maintenance and monitoring of its stormwater management infrastructure to preserve system performance.
These ongoing interventions help reduce the risk of blockages and system overload during heavy rainfall events, while extending the lifespan of municipal assets.
This includes:
- Cleaning and inspection of catch basins, pipes, and manholes;
- Maintenance of stormwater infrastructure (retention basins, sponge parks, vegetated swales, and bioretention areas);
- Monitoring network performance during rainfall events to help prioritize future interventions.
Status: Maintenance activities are ongoing on a continuous basis.
