Traffic Committee

The Traffic Committee makes recommendations aimed at the tangible improvement of citizens' quality of life.

Committee Responsibilities

The Traffic Committee is responsible for evaluating all submitted requests related to signage, traffic, and road safety that are submitted to it, in order to issue recommendations for the municipal council to review and make a decision.

To establish its recommendations, the Committee ensures that it proposes solutions based on best practices established by the Ministry of Transport and Sustainable Mobility. This helps standardize signage for all road users and ensures better understanding and application.

Composition

  • Council members representing the municipal council
  • One to three neighborhood officers – Road Safety, Neighborhood Station 5 – SPVM
  • One representative from each relevant municipal department

Citizens can submit requests to the Committee related to vehicle, cyclist, or pedestrian traffic, signage, street markings, and road safety for review.

  • Ensures the standardization of signage and adherence to best practices
  • Promotes transparency in decision-making

  • Enforces the Highway Safety Code
  • Has the authority to stop and penalize motorists, cyclists, and pedestrians for traffic violations
  • Can conduct radar operations or other targeted operations related to the Highway Safety Code

What is the role of the Public Works and Buildings Department in the Traffic Committee?

  • Responsible for maintaining municipal infrastructure, including roads, sidewalks, curbs, pothole repairs, bike paths, parking lots, and tunnels
  • Repairs fallen, broken, or damaged road signs
  • Ensures that road markings (lane lines, stop lines, crosswalks, parking lines, etc.) are visible and correctly placed
  • Maintains existing structures

What is the role of the Engineering Department?

  • Develops the three-year capital works program (PTI)
  • Plans, designs, and manages infrastructure projects (municipal services, road geometry, sidewalks, bike paths, etc.)
  • Supervises construction work
  • Manages, studies, and authorizes permit requests from utility companies
  • Designs and implements various lighting projects (road, park, trail, bike path lighting, etc.)

  • Ensures compliance with municipal regulations
  • Enforces parking regulations
  • Promotes citizen safety through prevention campaigns
  • Tows vehicles in violation on public roads in specific situations

Inspection – Public Safety and Road Safety

According to the law, the Inspection – Public Safety Department is not authorized to stop or penalize drivers, cyclists, or pedestrians committing moving violations. This responsibility is exclusively reserved for police officers. If you wish for them to intervene, you can write to them at pdq5@spvm.qc.ca or call them at 514-280-0105.

If you witness a dangerous situation, you must call 9-1-1 at the time of the incident.

Police Intervention Request

It is recommended to be specific in your request, including the time, days of the week, direction, type of infraction, etc., to help them intervene effectively.

Adding or Modifying Road Signage

For the installation of road signs, including speed limit signs, municipalities must comply with the standards of Volume V (Road Signage) of the Ministry of Transport and Sustainable Mobility. These standards help standardize signage across the province to improve understanding and enhance road safety.

The Traffic Committee issues recommendations in accordance with the Ministry’s standards (Road Works – Standards) and the Quebec Highway Safety Code to standardize signage and ensure best practices.

Steps

The average processing time for a request is about three months. It must go through five steps. This timeline may vary depending on the specifics of the request or case, implications, or weather conditions.

  1. Receipt of the request, opening of the file, and acknowledgment of receipt
  2. Analysis and study of the request, presentation of results to the Traffic Committee
  3. Decision, recommendation, and approval by the municipal council
  4. Communication (to requester, councilor, etc.)
  5. Implementation and follow-up (if required)
