REM

The Réseau express métropolitain (REM) is the new public transit project with automated electric trains in the metropolitan region.

The REM will cover 67 kilometers serving downtown Montreal, the South Shore, the North Shore, the West Island, and the airport, and will include 26 stations, three of which are intermodal with the Montreal metro.

The establishment of two REM stations in Pointe-Claire will help transform our downtown area in accordance with sustainable development focused on active and public transportation as well as a mix of uses, whether residential, commercial, business, or industrial.

The real estate projects that will be developed there will meet the new housing needs of young people, families, and seniors, while adding local shops, business and workspaces.

The City must collaborate with the Autorité régionale de transport métropolitain (ARTM), the Caisse de dépôt et placement du Québec (CDPQ), and the agglomeration of Montreal, so that urban, road, and active and public transport developments promote easy, safe, and harmonious access for everyone to the two new stations.

The financing of the REM is partly linked to a new transport levy imposed by the Autorité régionale de transport métropolitain (ARTM) within a one-kilometer radius around the two stations planned on the territory of the City of Pointe-Claire.

The transport levy is collected when permits are issued by the City and fully remitted to the CDPQ, promoter of the REM. The financing target is $600 million or 50 years.

The levy has been payable since May 1st, 2018, upon the issuance of the permit.

Any building located wholly or partly within the one-kilometer radius zone is subject.

The works subject to the levy:

  • $756,150 and more (indexed annually)
  • Greater than 186 m² (2,002 ft²) of floor area


Type of works:

  • Construction of a building;
  • Reconstruction of a building;
  • Increase of a building's floor area;
  • Redevelopment of a building with a change of use, even partial.


Exempted owners:

  • Public organization
  • CPE
  • NPO or a solidarity cooperative
  • State agent
  • State-funded community action organization
  • Any other person designated by the government


Levy rate:

$107.64/m² or $10/ft² X Floor area targeted by the subject works

The levy rate is progressive and indexed annually:

  • May 1st, 2018: 50%
  • January 1st, 2019: 65%
  • January 1st, 2020: 80%
  • January 1st, 2021: 100%
