Québec Government Provides $6.8 Million in Funding to the City of Pointe-Claire for Stormwater Management and Climate Change Adaptation

Press release
Published on July 17, 2026 to 12:35 p.m.

The Mayor of the City of Pointe-Claire, John Belvedere, and members of City Council are very pleased to announce the support of Pascale Déry, Ministre de l’Environnement, de la Lutte Contre les Changements Climatiques, de la Faune et des Parcs, who has confirmed the award of $6,847,168 in financial assistance under the OASIS program, as part of the 2030 Plan for a Green Economy. The funding will support the development of projects aimed at strengthening the resilience of the municipal network, particularly through sustainable solutions designed to mitigate the risks associated with heavy rainfall events and the implementation of green infrastructure to reduce the impacts of heat waves.

This funding will enable the City of Pointe-Claire to implement various green infrastructure projects and measures in parks and public spaces to minimize the effects of climate change, reduce the territory’s vulnerability and optimize stormwater runoff management. It will also support the implementation of Pointe-Claire’s action plan to adapt the City to new climate realities.

The Mayor and members of City Council wish to recognize the excellent work of municipal teams, particularly those in the Engineering Department and the City Manager’s Office. The innovative initiatives submitted to the Ministry demonstrate the teams’ expertise and commitment to strengthening municipal infrastructure, developing additional projects to accelerate the City’s ecological transition and enhancing its sustainable development initiatives. This financial assistance reflects the quality of the work carried out throughout the municipal administration and contributes to achieving the objectives of the City’s strategic plan by supporting concrete measures to preserve residents’ quality of life.

“Climate hazards such as heat waves and extreme rainfall events are becoming increasingly intense and frequent. Fortunately, green infrastructure provides concrete solutions that help strengthen communities’ ability to adapt. We are proud to support local communities such as Pointe-Claire as they adapt to a changing climate throughout Québec and continue to improve the quality of life of Quebecers.”
Pascale Déry, Ministre de l’Environnement, de la Lutte Contre les Changements Climatiques, de la Faune et des Parcs

“Climate change requires concrete action tailored to the realities of each of our communities. Thanks to this investment, Pointe-Claire will be able to implement green infrastructure that will better protect residents, strengthen the resilience of its neighbourhoods and sustainably improve their quality of life. This is how we are building a more resilient metropolitan region that is better prepared for the climate challenges of today and tomorrow.”
Chantal Rouleau, Ministre Responsable de la Solidarité Sociale et de l’Action Communautaire, Ministre Responsable de la Métropole et de la région de Montréal et Députée de Pointe-aux-Trembles

“We are pleased to be able to count on the support of the Ministère de l’Environnement, de la Lutte Contre les Changements Climatiques, de la Faune et des Parcs as we implement projects to develop green infrastructure. This announcement represents more than financial assistance: it provides essential support for strengthening our City’s resilience and implementing sustainable solutions to reduce the impacts of climate change, particularly the heavy rainfall that has severely affected our territory and Pointe-Claire families in recent years. As the effects of climate change become increasingly apparent, we will continue to invest and work toward achieving our long-term vision of protecting our neighbourhoods and building a more resilient and sustainable community.”
John Belvedere, Mayor of the City of Pointe-Claire

Highlights

  • Implement upstream and downstream interventions throughout the territory’s watersheds to address the most vulnerable areas and reduce the burden on sectors most at risk from heavy rainfall and flooding.
  • Develop projects that promote water infiltration into the soil, thereby helping to replenish the groundwater table by allowing water to seep into the ground rather than flow into the stormwater sewer system.
  • Incorporate various types of green infrastructure for stormwater management, including dry wells, infiltration trenches, dry riverbeds, drainage trenches, stormwater curb extensions, vegetated swales, bioretention infrastructure and basins, and sponge parks.
  • Incorporate various types of vegetation and structures to mitigate the effects of heat waves, including trees, microforests, misting systems and shade structures.
